Summary
This RFC adds an optional assembly parameter to POST /v1/context/prepare. Callers can select Artifact families
for recall, set section order and per-family limits, and receive consistently formatted Markdown with exact
citations. The HTTP response remains PreparedContext(schema, status, content, content_bytes). Its content is
the final string after selection, ordering, rendering, and budgeting; a host validates it and injects it unchanged.
The first release supports Memory, Experience, explicitly selected Profile snapshots, and Topic Memory. Entries within each section retain their existing retrieval
order, and assembly adds no model calls. Confidence may be displayed as unknown (not assessed), but the system
does not generate scores or support confidence filtering or ordering. Requests that omit assembly retain the
existing output behavior.
Motivation
The current Runtime interleaves Memory, Topic Memory, and Experience, then encodes bodies, exact citations, and truncation flags as JSON between a fixed historical-context notice and boundary markers. This string can be injected directly, but callers cannot select families, change their order, or limit one family's output count. People also have difficulty reading the actual injection directly.
Different tasks need different arrangements:

Text formatting alone does not guarantee fewer tokens or higher task success. Family selection and ordering can also omit useful evidence. Such effects require evaluation with fixed tasks, models, and budgets; this proposal first delivers explicit, inspectable assembly behavior.

places Experience before Memory. Each limit is an upper bound, not a promise of a minimum number of hits or
enough bytes to include them. Hosts can reuse a configuration without asking users to choose it on every turn.
Configuration applies only to this request; the first release creates no server-side settings resource or Scope
default.
The following is a complete example of the resulting content. Artifact identities and bodies are illustrative,
not actual runtime results. Section labels, metadata labels, and the historical-context notice use fixed English
text; bodies retain their original language. The renderer creates numbered headings without asking a model to
generate titles.

Understand ordering and confidence
The caller controls family order; existing search results control order within each family. Headings number the
entries actually included. The optional Recall rank identifies a position in the family candidate list and may
have gaps when budgeting skips entries.
Relevance describes usefulness for the current query; confidence describes the strength of evidence supporting
a claim. Currently, MemoryHit.score is a retrieval score, the Memory listwise reranker returns an ordering, and
ExperienceSearchHit has no common score. None of these can directly represent a probability of correctness.
In the first release, confidence is unassessed for every entry and hidden by default. When requested, it is always
rendered as unknown (not assessed).
For a complete body, the Agent reads the exact Artifact revision in the cited Scope. Memory also requires the entry ID and entry version ID. An exact citation must not be replaced with the latest Head.

The first release excludes custom templates, arbitrary ordering expressions, joint reranking across families,
numeric confidence, selection pinned to explicit references, and automatic assembly of Skill, Handoff, or raw Sources. A family denotes an Artifact family, not a Memory Entry's kind.
Request contract
scope_id, query, and max_bytes keep their current semantics. query is a non-whitespace string of 1–8192
characters. max_bytes is an integer from 512 through 32768, defaulting to 8000. assembly may be omitted but
must not be null. All new objects reject unknown fields.

POWERCONTEXT_SERVER_RUNTIME_CONTEXT_ASSEMBLY_MAX_ENTRIES configures this positive-integer total policy.
The Runtime enforces it before recall; shared request models validate only structure and per-family limits.
Per-family limits, byte budgets, and legacy output when assembly is omitted are independent of this setting.

]Unknown or duplicate families, invalid limits, duplicate or unknown show entries, assembly: null, sort_by,
min_confidence, and unknown formats return HTTP 422 using the existing invalid_request error format. The
server must not silently ignore a caller's selection or ordering requirements. Expressible schema constraints
belong in OpenAPI. Runtime must also enforce family-specific limits and the total limit, rather than relying
only on generated models. Direct Runtime calls apply the same semantic validation.
Profile reads the latest committed profile/profile snapshot per current Scope and direct Context Reference,
in that order. It is opt-in, independent of query, and never generates content during prepare. Missing Profiles
and pending/rejected Candidates contribute no snapshot; a pending replacement leaves the committed head eligible.
Profile limits count Scope snapshots. The same exact citations, authorization, body truncation, and total-byte
budget apply. Profile recall_rank denotes candidate order only. Default sections remain Memory and Experience.
Topic Memory searches the current Scope only and retains retrieval order. Each item includes title, summary, and an optional matching snippet, with a Scope-qualified exact revision citation. It does not generate new topics during prepare; full detail is available through the existing exact-read operation.
A supported family whose recall source is not configured has no candidates. Failure of a configured retrieval service retains the existing error mapping and is not converted into a normal empty result. Authentication, authorization, and service errors retain the operation's existing responses; no new error type is introduced.
Selection and ordering algorithm
Assembly follows these steps without directly comparing raw scores across Scopes, families, or retrieval engines:
- Validate the request and resolve the current Scope and its existing Context References. Family configuration adds neither Scopes nor read permissions.
- For nonempty family selection, check read access to the Scopes that will be accessed before reading them. Any required authorization failure fails the entire request rather than returning partial bodies.
- Recall only selected families. Each Scope retains the existing candidate search bounds: 16 Memory and eight Experience candidates. Topic Memory recalls up to eight candidates from the current Scope only. Output limits neither expand those pools nor trigger repeated searches to fill output.
- For Memory and Experience, preserve the hit order returned by each Scope. Interleave by current Scope followed by Context
References in their configured order, then cap the merged pool at 16 Memory or eight Experience candidates.
Ordering from an existing Memory reranker must not be overwritten by sorting on raw
score. - Within the bounded pool, remove entries without bodies and deduplicate exact identities, keeping the first occurrence. Identity includes Scope, family, Artifact ID, and revision; Memory also includes entry ID and entry version ID. Identical text with different identities is not semantically deduplicated.
- Assign each family's remaining candidates a
recall_rankstarting at 1. This rank is local to that family's candidate list for this request. - Visit families in
sectionsorder and attempt to fit candidates until the family has successfully includedlimitentries or exhausted its candidates. Fitting enforces the complete rendered-text budget. - Omit sections with no included entries, number included entries from 1 within each section, and return the final content together with the exact selected origins.
An Experience-first request therefore produces Experience 1, Experience 2, Memory 1, .... Section order is also
byte-budget priority: earlier families may consume the remaining budget. The first release reserves no minimum
entry count or bytes for later families. Users can lower an earlier family's limit or change section order. All
limits are upper bounds; no family is promised a budget allocation.
Identical text is guaranteed only for identical ordered candidate snapshots, Scope order, and assembly options. Upstream retrieval and model reranking may change; this RFC does not promise reproducible results across requests.
Standard text and exact citations
The standard format uses the Guide's fixed headings, English historical-context notice, and
BEGIN_POWERCONTEXT_PREPARED_TEXT_V1 / END_POWERCONTEXT_PREPARED_TEXT_V1 markers. Line separators are LF, with
no newline after the end marker. Empty sections are omitted. An entirely empty result has no heading or notice.
Entries have the following fixed structure. Configuration cannot hide exact citations or truncation state:

The renderer must separate trusted formatting from untrusted bodies:
- Indent each metadata line by four spaces. Scope, family, and identity strings use single-line JSON string literal escaping, including backslashes, quotes, newlines, and control characters. Escape U+2028 and U+2029 as well; identity fields must not introduce metadata lines.
- Normalize CRLF, CR, U+2028, and U+2029 in bodies to LF. Convert other Unicode
Cc/Cfcontrol or format characters to visible\uXXXXor\UXXXXXXXXrepresentations. LF remains a line separator; TAB becomes the visible\u0009representation. - Prefix every body line, including empty lines, with
>to form an indented code block inside a block quote. Bodies are not templates and their Markdown, HTML, links, or tool instructions are not executed. Forged headings, backtick fences, and end markers can only occur inside the body block. - Formatting separation improves attribution readability. It does not establish truth or guarantee that a model resists instructions inside historical content. The fixed historical-context notice is always retained.
These transformations affect only this presentation, not stored bodies or their hashes. Exact citations still identify the original immutable content. Machine readers use existing exact-read operations, not Markdown parsing. Neither assembly nor rendering calls an LLM.
Budget and empty results
The final UTF-8 encoding of content must not exceed max_bytes. The budget includes headings, the historical
notice, boundary markers, sections, metadata, quote prefixes, blank lines, bodies, and truncation indicators. It
excludes the outer HTTP JSON keys and string-escaping overhead.
Each normalized and escaped body is limited to 2000 UTF-8 bytes. Try a complete body first. If it does not fit,
select the longest body prefix that fits both the per-entry and final budgets, and append …. Truncation must
not split a Unicode code point or a renderer-generated control-character escape sequence. A truncated body,
including its ellipsis, must contain at least 64 bytes. Otherwise skip that entry and try later, shorter
candidates in the same family. A short body that fits without truncation is exempt from the 64-byte minimum.
Every candidate fit calculation must include any required new section heading, actual entry number, optional metadata, exact citation, and end marker. Do not truncate citations, rely on host-side tail trimming, or turn a budget failure into uncited text. Returned origins must correspond exactly to the entries actually included.
No matches, no selected families, or insufficient budget for any cited item all return:

items, scores, configuration echo, or omission-reason fields are added.
Compatibility and integration
assembly is an explicit opt-in. Omission retains the existing JSON content envelope, interleaved
Memory/Experience order, and output limits. The new mode's 6/2 defaults must not be applied to old requests.
Providing assembly selects this RFC's text envelope and grouped behavior. The outer schema continues to denote
an opaque, directly injectable string contract; text markers identify the format separately. Hosts must not parse
the internal representation to select or reorder entries again.
Existing strict four-field validators remain applicable: check schema, status/content consistency, UTF-8 length,
and the host budget, then inject unchanged. New clients must support omitting assembly; serializing an empty
object or null by default would change old requests. Old Servers reject the added request field. Hosts enable
it only when Server support is known and must not automatically retry arbitrary 422 responses with a request
that relaxes family selection. Hooks retain their existing fail-open behavior.
Consumers that parse JSON inside the old content continue omitting assembly. The RFC does not migrate them
or promise that Markdown is a new machine-data interface. The first release does not change every Host's default
configuration; enabling a Host requires validation of that Host's actual injection behavior.
Integration delivery contract
Automatic recall omits assembly unless its integration configuration explicitly enables it. Consumers treat
content as an opaque string. Each integration preserves its existing default behavior while supporting this
request-local text policy.

Hosts may add notices outside content; content_bytes measures only the server body. Host wrappers must not
change the body's bytes. Configuration names and complete examples are documented in
Prepare standard context text.
The Python Client uses TypeAdapter(...).dump_python(..., by_alias=True) for normal request serialization. For
prepare_context, it removes assembly when that field was not supplied. Explicit assembly: null remains an
invalid request; meaningful explicit null values in other operations retain their existing behavior. Outbound
JSON regression tests cover omission, explicit defaults, and empty sections.
Cache identity retains the existing Scope/turn/query identity and additionally distinguishes the normalized
effective assembly configuration and max_bytes; legacy mode uses a separate identity. Hermes prefetch producers
and consumers must use the same key. If new configuration takes effect during a turn, do not reuse text prepared
under other families, ordering, or budgets. If configuration is fixed at turn start, freeze it explicitly until
that turn ends.

Implementation and acceptance
Implementation remains in the current Runtime path. Request models carry assembly options,
ScopedContextApplication selects recall families, PreparedContextBuilder handles grouped selection and
budgeting, and a separate text-rendering function owns layout and escaping. Keep the existing composition root
without a generic contributor registry. Preserve typed citations and origins before rendering; never reconstruct
provenance from the rendered string.
Implementation must update openapi/powercontext.yaml, run make api-generate and make contract-test, and
update Client, Server mapping, and Runtime models together. This document specifies the design without changing
the published contract.
Acceptance covers externally observable behavior:
- With
assemblyomitted, the same candidate fixtures produce the existing output; explicit configuration produces the fixed text format. - Excluded families contribute neither content nor citations, and their source failures cannot affect the request. Disabling every family reads no candidates.
- Verify section order, per-family limits, within-family retrieval order, cross-Scope citations, and exact deduplication. Preserve existing reranker order.
- Verify unknown-confidence rendering, disabled optional fields, defaults, and HTTP/Runtime rejection of every invalid combination.
- With Chinese text, multibyte characters, control characters, forged headings/markers, budget boundaries, and later short entries, verify complete budgeting, formatting separation, and citations.
- Verify that unauthorized referenced Scopes leak no content and that cited reads still return the exact version.
- In at least one real Host, demonstrate that configuration reaches the Server and the returned text enters the model context unchanged. The main task continues if context is unavailable.
- Cover the version combinations above, Python Client outbound field omission, and cache isolation for different assembly configurations and budgets within the same turn. Passing an RFC example through response validators proves string compatibility only; it does not replace complete request and actual injection acceptance.
Validate grouping and exact reads through the public prepare path on both SQLite and OceanBase rather than only
builder fixtures. Tests assert delivered content and permission boundaries, not private call order. After the
relevant implementation checks pass, run make check, make test, and make docs-test.
Evaluate formatting changes with selected entries and order held constant, and selection/order changes with format held constant. Fix the model, tasks, budget, and candidate data, recording actual injection, tokens, latency, and task outcomes. Structural acceptance does not require a higher success rate; performance or quality claims must be supported by results.
Drawbacks
Maintaining two output paths adds compatibility and rendering-test costs. Markdown quotes and metadata can use more bytes than compact JSON. Section-priority budgeting can leave later families empty, and family exclusion can remove useful evidence. Displaying unassessed confidence only communicates missing information; it does not increase trustworthiness.
Rationale and alternatives
- Changing only presentation does not address family selection or budget priority, so the proposal includes a small set of structured assembly options.
- Host-side parsing, reordering, and trimming would distribute responsibility for final budgets and citations; assembly remains Runtime-owned.
- A fixed Markdown format supports human reading and direct injection. Adding another plain-text format or arbitrary templates would expand the compatibility surface.
- Joint scoring across families requires comparable scores or a common reranker. The first release preserves existing within-family order rather than treating retrieval scores as confidence.
- Replacing the default format would change old requests. Explicit opt-in allows validation and enablement one integration at a time.
Prior art
RFC 0028 defines Runtime ownership of final content, exact citations, and UTF-8 budgets; RFC 0051 defines Experience and Skill Artifact boundaries; RFC 0080 defines Memory listwise ordering; and RFC 1345 defines Scopes and Context References. This proposal extends the current prepare path without a new Artifact lifecycle or query authorization system.
Unresolved questions
There are no unresolved contract decisions for the initial implementation. Section order determines budget priority, and unassessed confidence is optional metadata. Numeric scoring requires a separate design.
Future possibilities
Later work may separately evaluate selection pinned to exact references, persistent Scope defaults, reserved per-family byte budgets, and joint relevance reranking. Before adding numeric confidence, define the assessment subject, exact-version binding, evidence sources, method, time, missing-value behavior, and calibration. Distinguish model self-assessment from externally evidenced assessment. Do not enable threshold filtering merely by renaming an existing search score.
New families need explicit candidate eligibility, body projection, exact citation, authorization, and read semantics. In particular, family selection must not automatically trigger Skill package reading/execution or explicit Handoff continuation. These extensions are outside first-release acceptance.
